Recruiting Taskforce
Recommendations: Updated July 2004
EMERGENCY LEGISLATION
The Management Council recommended that the Board adopt as emergency legislation
the following proposals effective immediately:
2004-92: Official Visits - Institutional Policies
To require an institution to establish written departmental policies related to
official visits that apply to prospects, student hosts, coaches and other
athletics administrators that are approved by the institution's chief executive
officer and kept on file at the institution and conference office; further, to
specify that an institution is responsible for the development and enforcement
of appropriate policies and sanctions regarding specified areas as identified by
the NCAA Division I Board of Directors; in addition, to require an institution
to have its policies evaluated by an outside entity (e.g., conference office)
once every four years; finally, to specify that the institution may be held
accountable through the NCAA enforcement program for activities that clearly
demonstrate disregard for its stated policies.
2004-93: Official Visits - Air Transportation
To specify that an institution that provides air transportation to a prospect to
and from an official visit must use commercial transportation at coach-class
airfare with no upgrades.
2004-94: Official Visits - Campus Transportation
To specify that an institution that transports a prospect (and those
accompanying the prospect) around campus during an official visit must use an
institutional vehicle normally used to transport prospective students while
visiting the institution's campus; further, to permit coaching staff members or
student hosts to use personal vehicles to transport a prospect (and those
accompanying the prospect) around campus during an official visit.
2004-95: Official Visits - Meals and Lodging
To specify that a prospect (and the prospect's parents or legal guardians) must
be housed in standard lodging that does not include special accessories (e.g.,
jacuzzis, suites) that are not available generally to all guests residing at the
establishment; further, to specify that during an official visit, an institution
may provide a prospect (and the prospect's parents or legal guardians) a
reasonable snack (e.g., pizza, hamburger) and standard meals comparable to meals
provided to student-athletes during the academic year.
2004-96: Official Visits - Student Hosts
To specify that students who host prospects during either official or unofficial
visits must be either current student-athletes or students designated in a
manner consistent with the institution's policy for providing campus visits or
tours to prospect students generally.
2004-97: Official Visits - Personalized Recruiting Aides
To prohibit an institution from arranging miscellaneous, personalized recruiting
aides (e.g., personalized jerseys, personalized audio/video scoreboard
presentations) and from engaging in any game-day simulations during a prospect's
official or unofficial visit.
LEGISLATION FOR REVIEW BY MEMBERSHIP IN 2004-05
The Management Council recommended that the following proposals be submitted
into the 2004-05 legislative cycle with initial review in January and final
review in April.
2004-98: Official Visits - Parents Transportation
To permit an institution to pay the air transportation for one parent (or legal
guardian) to accompany the prospect during an official visit.
2004-99: Official Visits - Number of Official Visits - Prospect
Limitations - BK and FB
In football and basketball, to reduce from five to four the maximum number of
expense paid official visits for each prospect.
