RE: Contacts regarding club and volunteer
coaches
Evaluation Days & Club Coaches
According to Bylaw 13.02.6.2, women’s volleyball coaches are allowed 80
evaluation days during a contact and evaluation period. In addition, the interp
below applies to the 80 evaluation days as it relates to club coaches:
Off-Campus Recruiter - Women's Volleyball
Date Issued: May 15, 2002
Interpretation:
In the sport of women’s volleyball, any coach’s involvement with a local sports
club outside a contact/evaluation period must be included in the institution’s
80-evaluation days. Further, an institution must count an evaluation day for
each coach who is involved on a given day with a local sports club outside a
contact/evaluation period. Finally, the subcommittee noted that a coach involved
with a local sports club (either during or outside a contact/evaluation period)
is not included in the permissible number of coaches who may recruit off campus
at any one time. [References: NCAA Proposal No. 2001-4 (as amended by Proposal
2001-4-1); NCAA Bylaws 11.7.5.1 (contact and evaluation of prospects off campus)
and 30.11.6 (women’s volleyball, Division I)]
Evaluation Days, Club Coaches & Volunteer Coaches
There appears to be confusion as to how volunteer coaches are viewed related to
the evaluation days and off-campus recruiting. Because the interp above and the
bylaw cited includes all coaches and does not distinguish between volunteer,
head or assistance, volunteer coaches are counted the same as a head or
assistant coach and is subject to the restrictions within the bylaw and interp.
Basically, if any coach (head, assistant, volunteer) works with a local sports
club outside the contact/evaluation period, those days must count in the 80
evaluation days and each coach (head, assistant, volunteer) working on a
specific day must count against the number of days. However, because working
with a local sports club is theoretically not a recruiting activity and coaches
shouldn't be engaging in recruiting activities while working with the club
(e.g., contact, evaluation), those individuals do not have to count as
off-campus recruiters.
The theory behind the calendar is that all coaches may work with local sports
clubs but, if it is outside the contact/evaluation period, evaluation days count
for all the coaches out at that time. However, it was not intended to count
coaches who cannot even engage in recruiting activities against off-campus
recruiter limitations. If volunteer coaches would have to count as off-campus
recruiters, they wouldn't be able to work with local sports clubs because they
cannot recruit off-campus. So, if a school has a volunteer coach on a five month
contract and has renewed that coach or there is an understanding that that coach
is coming back next season, he or she should not be engaging in recruiting
activities on behalf of the institution (or any institution for that matter).
Even if the individual was not coming back, if they are engaging in recruiting
activities, there could be violations of the booster recruiting ban.
